César Pérez -Chirinos

César is currently chair of the mirror committee of ISO Technical Committee 307 on blockchain and distributed ledger at the Spanish Standards Organization (UNE) and acts as IT risk expert at a large financial institution. Previously, he was member of the Cabinet of the Secretary-General of Spanish Treasury and International Financing. In his role as FinTech Advisor, he was advising in all disruptive information technologies (cloud, big data, artificial intelligence, internet of things, blockchain, etc.) and, as member of the OECD’s Blockchain Expert Policy Advisory Board (BEPAB), he brought the Spanish public sector views to the future OECD’s regulatory recommendation on blockchain and distributed ledger technologies.
