Director for Development Cooperation in the UPM in Universidad Politécnica de Madrid

Dr. Architect. Full Professor in Structural Analysis and Design in Architectural studies in ETSAM(Escuela Técnica Superior de Arquitectura de Madrid, Universidad Politécnica de Madrid UPM). Director of the EnterpriseUniversity Chair CátedrAcero (Steel apllications in building industries). He incorporated the ETSAM to the INTERNET in 1993 as responsible of ICT organization of that school. He participated in the eighties program of "Remodelación de barrios" in Madrid as adviser of the local associations of the periphery of Madrid that were organized in the so called "Coordinadora de Barrios". That public program, initiated formally in 1979 by the Ministry of Public Works has built over 40.000 lodgements for habitants of informal or substandard dwellings. Founder and codirector of the electronic publication "Ciudades Para un Futuro más Sostenible",(http://habitat.aq.upm.es) in the framework of Best Practices and Local Leadership Programme, BLP of the Habitat initiative of the United Nations.

He has been Director of the Department of Structures of Buildings, and Associate Director (responsible of curricula of studies) in the ETSAM. He has been evaluator of the Spanish de Prospective and Evaluation Agency (ANEP). He has presided the Committee of Internal Evaluation of the title of architect in the ETSAM (I PNECU1) and an external committee in the PEI2 de ACSUG3ANECA, both in the framework of Quality Evaluation of Higher Education Degrees in architectural studies. Member of the promotional group of the "Initiative for an Architecture and an Urbanism more Sustainable" (IAU+S) in the ETSAM, (http://habitat.aq.upm.es/iau+s/) that has organized two international encounter in 2004 and 2006, on the implications of sustainability in the fields of the architecture and urbanism.

He is from 2004 the first Director for Development Cooperation of the UPM. He has been appointed in 2007 as Director of the Observatory of the Development Cooperation of Spanish Universities (OCUD) proposed by the CEURI: the sectorial commission of the Conference of Rectors of Spanish Universities (CRUE) for international relations.
