Ilya Ponomarev has more than 20 years of international operating experience and investments in high-tech industries with a primary focus on IT and energy. During the last decade he has focused on active participation in political and social life, as well as in the practice of government relations. Currently, Ilya is a Social Democratic member of the Russian Parliament, the State Duma, where he represents Novosibirsk, the capital of Siberia, and holds the chairmanship of the subcommittee on high-tech development and the introduction of legislation to support emerging innovation economies in Russia.
His most recent achievements include the modification of the Civil Code, the legalization of LLPs in Russia and the Law on Network Companies. Also the heads of International Business Development, Marketing and Technology Transfer of the Skolkovo Foundation – project management company, chaired by Pres. Medvedev, which will become the backbone of the Russian innovation ecosystems. Before being elected, Mr. Ponomarev worked for the secretary of IT and Telecommunications as a national high-tech coordinator, where he focused on the project to develop a network of small settlements (public-private investment) throughout the country to promote the innovation and R&D occupations. At the beginning of Ilya he held various positions in government offices and private companies. His most prominent positions have been: – Vice President of Strategy, Regional Development and Government Relations at SII, Russia’s largest consulting systems integrator; – Vice President of Yukos Oil Company, Russia’s largest oil and gas company, where he served for 4 years at different times, including CIO companies, as well as CEO and COO of Yukos Oilfield Technologies and its affiliates of services and the investment affiliate (specialized in high technologies); – CIS Marketing and Business Development Director for Schlumberger Oilfield Services, responsible for exploration, adoption into Schlumberger product lines and subsequent global commercialization of Russian-originated technologies in the energy sector.
