Ilya Ponomarev

Ilya Ponomarev has more than 20 years of international operating experience and investments in high-tech industries with a primary focus on IT and energy. Over the past decade he has focused on active participation in political and social life, as well as in the practice of government relations. Currently, Ilya is a Social Democratic member of the Russian Parliament, the State Duma, where he represents Novosibirsk, the capital of Siberia, and holds the chair of the subcommittee on high-tech development and the introduction of legislation to support emerging innovation economies in Russia.

Among his most recent achievements are the amendment of the Civil Code, the legalization of LLPs in Russia, and the Law on Network Companies. Also the heads of International Business Development, Marketing and Technology Transfer of the Skolkovo Foundation – the project management company, chaired by Pres. Medvedev, which will become the backbone of Russian innovation ecosystems. Prior to being elected, Mr. Ponomarev worked for the secretary of IT and Telecommunications as the national high-tech coordinator, where he focused on the project to develop a network of small settlements (public-private investment) across the country to foster innovation and R+D occupations. At the beginning of Ilya he held various positions in government offices and private companies. His most prominent positions have been: – Vice President of Strategy, Regional Development and Government Relations at SII, Russia’s largest integrator of consulting systems; – The Vice President of Yukos Oil Company, the largest oil and gas company in Russia, where he served for 4 years at different times, including CIO companies, as well as CEO and COO of Yukos Oilfield Technologies and its service affiliates and investment affiliate (specializing in high technologies); – Director of CIS Business Development and Marketing for Schlumberger Oilfield Services, responsible for exploration, adoption in Schlumberger’s product lines, and subsequent global commercialization of Russian-sourced technologies in the energy sector.
